Hi Susan - the Hybrid maps are provided by Esri and their copyright terms dont allow use for commercial purposes. You'd need to take your own legal advice if you're not sure that you comply with this, but if your event is aimed a making money for non-charitable puposes, I would think it would be considered  commercial.

We use plotaroute to make a gpx track for our race route and would like to create an image for the website and facebook page. Terrain map is a bit vague. Can I use hybrid map or is this deemed commercial? Thanks.
